			<description><![CDATA[What has happened in Sherwood defies common sense. As far as I can see, the top layer of asphalt was never applied. Either you finish the job before winter or you lose the asphalt over winter. The fact of the matter is that the first phase was not completed --- so, how can you say "Soon after work was completed on the first phase" Mind you, Sherwood does have nice low-profile curbing! And a side walk! Funny how there is no side walk on Wickwire --- and yet Wickwire is the most used walking route to the University, Medical Centre, and Town. On the other hand, there is a nice side walk on Chestnut and two side walks on Kent --- and they are are little-walked routes to nowhere! Municipal planning, NOT.]]></description>
