Porter, and a support staff of four full time employees. The Department
is responsible for all financial duties for the Town of Wolfville which
includes the General Operating Fund, Water Utility and Capital
Operations.

Council Approves 2010-11 Annual Budgets |

Wolfville’s Town Council approved an operating budget totalling $7.29 million and a capital budget of $1.73 million at Monday evening’s Special Council Meeting. The approved residential tax rate of $1.43 per $100 of assessment value increases property taxes of residential capped properties by 2.1%.
The increase in the Commercial Tax rate of eight cents establishes the commercial tax rate at $3.57 and offsets the further loss of Business Occupancy Assessment. The Commercial Tax burden, other than the transfer due to Business Occupancy Tax, has not increased.
Council was pleased to maintain contributions to local community groups and organizations for the important work that they do. Council has also maintained outstanding commitments to Valley Health Hospital & Hospice Foundation, the Wolfville School Playground, and the Wolfville Historical Society.
The approval also signifies the completion of a revised budget process which was approved by Council last year and included direct input from Council, Town management and the public. Mayor Robert Stead commented that both the process and the resulting budget “showed how fiscal responsibility and transparency can produce great results even in these difficult times”.

At a Special Council Meeting Monday June 22 Council approved a Residential Tax Rate of $1.40. and a Commercial Tax rate of $3.49 The Residential rate is down 1 cent from the previous year while the Commercial rate increases 8 cents.
As a result of the 1.40 rate, most residential tax payers will have an increase in taxes of 2.7% over the previous year.
The increase in the Commercial Tax rate of 8 cents offsets the further loss of Business Occupancy Assessment. The Commercial Tax burden, other than the transfer due to Business Occupancy Tax, has not increased.
The operating budget for 2009-10 totals $7,091,487.00. This is just slightly higher than the previous year’s budget of $7,081,967.00. Council is pleased that funds of $16,000.00 are now included for the Wolfville School Playground project this year. This will serve as the first of two equal instalments, with the balance to be paid in the next fiscal year.
Council is also pleased to make a commitment to provide funding to the Valley Regional Health Hospital/Hospice project in the amount of $114,533. Mayor Stead noted “that by supporting this request Council’s decision reflects a sense of community of which we can be proud.”
Council has furthermore approved a capital budget of $1,697,265.00.
Major projects in this area include the completion of the final phase of the Sherwood Drive Street reconstruction project: $420,000.00, Downtown Main Street and Central Avenue Streetscape Projects: $220,000.00 and Rotary Field upgrades: $100,000.00. Although there are funds allocated for planning and engineering this year, the actual work involving the upgrade of Front Street has been deferred to 2010-11.

At its regular meeting Tuesday, May 20 Wolfville Town Council approved its operating budget and tax rates for 2008.
The Residential Tax has been set at $1.41, a reduction of 3 cents from last year. This is the fourth consecutive year that the residential tax rate has declined.
The Commercial Rate has been set at $3.41, an increase of 11 cents over last yearÙs rate. The increase in the Commercial rate offsets the further phase out of Business Occupancy Assessments.
For residential property owners whose assessments are capped by the Province, the increase in residential tax over last year will be less than one-quarter of one per cent.
The total operating budget for 2008 will be $7,081,967.00. This represents an increase of 1.68%, the smallest year-to-year increase in many years.
Council further approved a Capital Budget totalling $2,318,881.00. and a Water Utility Budget Expenditures of $1,435,600.00. Major projects for the coming year include Sherwood Drive Street and Sidewalk reconstruction $989,412.00, Victoria Avenue Recreation Center Renovations $306,373.00 and Recreation Field improvements $100,000.00.
Other projects approved will include a new parking lot off Harbourside Drive $80,000.00, Marsh Hawk Drive sidewalk $75,000.00 and support for the Wolfville School playground $32,000.00.
It was further noted by Chief Administrative Officer Roy Brideau that there will be no water, sewer or other user fee increases for residents in the coming year.
